Find out how it could look a little different this time.<\/em><\/center><\/figcaption><\/figure>\n<h2 class=\"p2\"><b>Ohio Energy Saving Programs<\/b><\/h2>\n<p class=\"p3\">When Ohio law makers passed House Bill 6, the law gutted funding for utility programs to help customers save energy. It also stopped all such programs in late 2020.\u00a0This ended rebates for things like smart thermostats, energy saving appliances, and insulation updates to homes. But last year, law makers\u00a0<a href=\"https:\/\/www.ohenergyratings.com\/blog\/rate-refunds-first-energy-customers\/\"><span class=\"s1\">repealed HB 6<\/span><\/a>. Now, state law makers are trying to bring energy efficiency incentives back to Ohio.<\/p>\n<h3 class=\"p4\"><span class=\"s2\">Are Any Energy Efficiency Programs Currently Available?<\/span><\/h3>\n<p class=\"p3\">HB6 ended the state&#8217;s requirement for customers to pay for energy saving programs. But, the law does allow utilities to set up energy saving programs by themselves. However, because they cannot pass program costs to their customers the law makes company <a href=\"https:\/\/apnews.com\/article\/technology-business-environment-and-nature-ohio-cf115c3f36055cace768b2479b072fc9\">shareholders to pay<\/a>.\u00a0Even though the assembly repealed most of the law\u00a0last year, this part of HB6 remains in force. Therefore, most utilities continue to avoid offering such programs. However, recently the <b>Public Utilities Commission of Ohio (PUCO)<\/b>\u00a0approved the\u00a0<a href=\"https:\/\/www.ohenergyratings.com\/companies\/dayton-power-light\"><span class=\"s1\"><b>AES Ohio (formerly DPL)<\/b><\/span><\/a>\u00a0program. This program provides $1.4 million in smart thermostat rebates and $900,000 in weatherizing rebates for low and middle-income households.<\/p>\n<h3 class=\"p4\"><span class=\"s2\">What is House Bill 389?<\/span><\/h3>\n<p class=\"p3\">The new <a href=\"https:\/\/www.billtrack50.com\/BillDetail\/1386247\">proposed HB389<\/a>\u00a0sets guidelines for these kinds of energy saving programs. These programs\u00a0would cost customers $1.50 per month but only if they choose to participate. Customers can opt-out of utility programs if they wish. And <strong>PUCO<\/strong> must approve all such utility programs before they go into effect.<\/p>\n<p class=\"p3\">Though popular,\u00a0HB389 is still very new to the Ohio House floor. So, it&#8217;s still too early say what will be in its final form.\u00a0So far, the\u00a0<b>Ohio Environmental Council<\/b>, the <b>Environmental Law and Policy Center <\/b>support the bill.\u00a0<b>AEP<\/b>, <b>Duke Energy<\/b>, and <b>AES <\/b>also support the bill. <a href=\"https:\/\/www.ohenergyratings.com\/companies\/energy-harbor\"><span class=\"s1\"><b>Energy Harbor (formerly First Energy)<\/b><\/span><\/a>, once the subject of investigations connected with HB6 last year, has not yet thrown its support behind the bill.<\/p>\n<h3 class=\"p4\"><span class=\"s2\">Find Ways to Reduce Your Electricity Bill<\/span><\/h3>\n<p>Hopefully, utilities will begin offering their own energy rebate programs to help their customers save money. But for now, customers are on their own.
