For the past few years, PEVs have been popular in heavily urbanized areas among consumers with higher education and wealth, especially in California. With more <a href=\"https:\/\/www.navigantresearch.com\/research\/market-data-ev-geographic-forecasts\" target=\"_blank\" rel=\"noopener\">used electric cars<\/a> hitting the market at reduced prices, more consumers are getting the opportunity to switch to PEVs.<\/p>\n<p>Add to that <a href=\"https:\/\/www.tesla.com\/model3\" target=\"_blank\" rel=\"noopener\">Tesla\u2019s new Model 3<\/a> starting at $35,000 and <a href=\"https:\/\/www.nissanusa.com\/electric-cars\/leaf\/?dcp=psn.58700002285685339&amp;gclid=EAIaIQobChMI_5bq8N2-1gIVU7nACh37GAJ4EAAYASAAEgJbhfD_BwE&amp;gclsrc=aw.ds&amp;dclid=CLW5iPfdvtYCFclRAQodZOEEqw\" target=\"_blank\" rel=\"noopener\">Nissan\u2019s Leaf<\/a> starting at $30,000, and consumers start paying attention \u2014especially after hurricane Irma sent <a href=\"https:\/\/www.cnbc.com\/2017\/09\/08\/hurricane-irma-pushes-gasoline-prices-to-highest-increase-since-katrina.html\" target=\"_blank\" rel=\"noopener\"> gasoline prices spiking<\/a> by 25\u00a2 per gallon. In fact, <a href=\"https:\/\/cleantechnica.com\/2017\/09\/23\/plug-electric-vehicle-sales-north-america-50-higher-2017-2016-navigant-research-report-states\/\" target=\"_blank\" rel=\"noopener\">electric vehicle sales<\/a> are expected to rise 50% this year over 2016 and will most likely continue to grow as battery technology improves.<\/p>\n<p>That trend isn\u2019t lost on local governments or utilities. Both see new opportunities in building charging stations in busy downtown locations.<\/p>\n<p>For example, in Lakewood, OH, a <a href=\"http:\/\/www.cleveland.com\/lakewood\/index.ssf\/2017\/09\/lakewood_mayor_participates_in.html\" target=\"_blank\" rel=\"noopener\">suburb of Cleveland<\/a>, the mayor sees downtown charging stations as a way to attract &#8220;an enlightened customer base&#8221; to visit downtown. He\u2019s currently trying to figure out a way for the city to buy 6 or more $3,000 stations and partner with local businesses to pay for the electricity.<\/p>\n<p>AEP Ohio, meanwhile, has recently proposed a $21.2 million Smart City Rider to the Public Utilities Commission of Ohio (PUCO). AEP wants to increase the average <a href=\"https:\/\/www.ohenergyratings.com\/electricity-rates\" target=\"_blank\" rel=\"noopener\">Columbus electricity rate<\/a> by adding an average of 50\u00a2 to the monthly bill to help fund the deployment of 300 charging stations in Columbus as part of the city\u2019s <a href=\"http:\/\/www.govtech.com\/fs\/Columbus-Wins-US-DOTs-Smart-City-Challenge.html\" target=\"_blank\" rel=\"noopener\">Smart City Challenge grant<\/a> that it won last year from the U.S. DOT. About 90 charging stations would be for public use. Of those, 75 would be fast-charging stations. Some may be sited near highway exits for recharges during long commutes. If approved by PUCO, the rate increase would last for four years.<\/p>\n<p>According to EPA figures, the transportation sector produced 27% of U.S. <a href=\"https:\/\/www.epa.gov\/greenvehicles\/fast-facts-transportation-greenhouse-gas-emissions\" target=\"_blank\" rel=\"noopener\">greenhouse gas emissions<\/a> in 2015 . Of that, 60% came from light duty vehicles.
